SC House Redistricting

The SC House Redistricting Committee will hold a hearing on Thursday, December 16 beginning at noon.


They will receive testimony regarding the Congressional Plans as published by the committee staffs of the House and Senate. The testimony received will play a large role in the final outcome of Congressional Redistricting.

Cunningham and Democrats want to increase the Democrat strength of the 1st District.

There are two very different plans now under consideration. Joe Cunningham and the Charleston Democrats are recruiting interested folks to testify against the Senate plan and for the House plan. They are also asking that 100% of Charleston be put into the 1st District. Cunningham and Democrats want to increase the Democrat strength of the 1st District. To do this, they remove all of Beaufort County from the 1st district and substantially increase the Charleston and Colleton portions of the 1st District. They swap areas in Berkeley that historically vote Republican for areas that typically vote Democrat.


The Senate plan is a Republican advantage plan with Trump receiving 53.8% of the vote compared to Biden at 44.5%.


The House plan produces a swing district with Trump receiving 49.9% of the vote compared to Biden at 48.2%.


The Senate plan has 94% of Berkeley’s population in the 1st district. All Berkeley precincts are in the 1st except for the following which are in the 6th (Alvin, St. Stephen, Russelville, Eadytown, Cross, and Hilton Crossroads). Under the Senate plan, Berkeley is the dominate county making up 30% of the 1st District, followed by Beaufort 25%, Charleston 24%, Dorchester 19%, and Colleton 1%.


The House plan has 91% of Berkeley’s population in the 6th district. All Berkeley precincts are in the 1st District except for the following which are in the 6th. (Hanahan 3, Hanahan 4, Daniel Island 2, Yellow House, Cainhoy, Huger, Shulerville, Cordesville, Macedonia 2, Bethera, Jamestown, and Alvin). Under the House plan, Charleston is the dominate county making up 47% of the 1st District followed by Berkeley 29%, Dorchester 20% and Colleton 5%.

A House plan would gerrymander the US SC First District in favor of the blue team. This seat is currently R Nancy Mace.
